The child in need's disruptive, volatile, and attention-seeking behavior indicates she is being abused or neglected.

According to section 20 of the Children Act, 1989, the safeguarding and children welfare team has the power to provide accommodation and proper facilities to the children. Voluntary accommodation can be provided to the child in need till the court orders are received.

It is expected that the child in need will be able to have access to proper food and accommodation. The use of the common assessment framework (CAF) helped to analyze the issues at the early stage and assess the needs of the child in need (Mikalauskaset al. 2019).

This is a highly effective approach for providing accurate services to the child in need.

Stealing food from other children and eating untidy food from the waste indicates she is not getting proper food at home.

According to section 46 of the Children Act 1989, the local police officer is recommended to shift the child in need to the nearest accommodation and prevent her removal from there. It is also recommended to take her to the 72 hours mandatory observation center or hospital as per the court order for checking her health condition. This is needed to avoid malnutrition which is affecting a child in need adversely.

The use of CAF will provide the safeguarding and children welfare team with information about the needs of the child and the emotional and mental condition of the child for providing an accurate amount of support. It is expected that the analysis of the health condition will help to understand the type of abuse the child in need was facing.

This is very effective in terms of assessing the needs of the child and the physical and mental condition of the child in need. This is the reason it is a very efficient approach.

It is observed that the child in need is being very unclean, her hairs are observed being unwashed and her clothes are very untidy.

According to section 17 of the Children Act 1989, it is recommended that the safeguarding and children welfare team is needed to provide support to the whole family of homeless children (Bridgeman, 2017). The family condition of the child in need is very essential to avoid such welfare issues. Proper services can help the child and the whole family to overcome such conditions.

It is expected that the child in need and the whole family if required will get the appropriate amounts of services delivered. The use of the CAF will help the safeguarding and children welfare team to deliver coordinated services (Buntinget al. 2018).

This is considered the most effective approach as it provides the child in need with the services which will enhance the condition and reduce the bad impact on the child's mind.

A child in need is also observed inappropriately dressed on a chilly winter morning and also had some marks on her arms indicates that she is being hit and there is no availability of proper clothes.

Following section 10 of the Children Act 2004, it is recommended that the local safeguarding and children welfare teams should coordinate with each other and provide combined distribution of the services which are required for the welfare of the children in need.

Local police officers, Local and divisional government and court, safeguarding and children welfare team.

It is expected that the child in need will get proper food, accommodation, clothes, educational facilities which will ensure proper welfare and development of the child in need. The type of abuse and welfare issues the child was facing can also be assessed.

This is the most effective approach as it supports the integrated approach of all the welfare agencies which helps in early-stage identification of the risk and provides the services based on the identified risks.

  • Reporting the issue to the responsible safeguarding and children welfare leader who is also the senior management official. Provide them with all the notified physical details observed and checked (Pinkney, 2018).
