Introduction
Health and safety are defined as the aspects through which the company ensures that all the people have having comfortable working environment so that hazards are controlled. This is necessary for the reason that when effective health and safety is managed well then it assists in accomplishing the project based on construction. In the context of construction industry within UK, it is pivotal that health and safety are managed well. In case proper compliance with good health and safety is not implemented well, then it will be creating the negative effects on the working capability. Thus, the maintenance of good health and safety is highly needed in the construction industry as it reduces the risk of injuries and ensures a safe working environment is present. This is highly needed for the reason that when the effective type of safety is managed, it will improve the work well. Also, maintaining good health and safety ensures the protection of the employees and also all the other people near the construction site. The current construction project is based on Leeds Station Redevelopment (Leeds), which is a project started for the redevelopment and modernisation of the station. Here, the project aims to remodel the tracks of platforms 4 and 6 and improve the capacity so that more passengers can be accommodated at a single place. The current project will be aiming at the analysis of the health and safety legislations that are essential for improving the project. Also, it will evaluate the potential hazards and the control mechanisms of this project. Lastly, the reflection on the challenges and the recommendations will be provided to improve the project.

Main Body
Health and safety legislation
During the work on any of the construction project, there are many different types of rules and regulations necessary for making the project of construction successful. The legislations are the rules and regulations which need to be followed to make the project run successfully. The different types of legislation that are to be followed while working on the project of Leeds Station Redevelopment are as follows-
- Health and Safety at Work Act, 1974- this is the act which particularly includes the regulations relating to the maintenance of better occupational health and safety. It lists out all the duties of the employers and the employees that which duties they need to follow for promoting better health and safety at the workplace (Health and Safety at Work etc. Act 1974, 2025). To make the project run succesful, it is necessary that a good, healthy environment is maintained so that the overall working is improved. The main aim of this act is to ensure that proper safety and welfare are created within the workplace so that employees can work efficiently.
- The Construction (Design & Management) Regulations, 2015- this is another important legislation that needs to be implemented while undertaking the project of Leeds station redevelopment. This is the act which focuses on bringing improvement for the safety and health of the people who are actually working on the construction project. This law aims at improving the health and safety in such a way that the person is capable of developing a sensible plan so that all the potential risks can be mitigated in advance, and no issues are faced in relation to maintaining proper safety and health.
- Control of Substances Hazardous to Health Regulations (COSHH) 2002- this is another element within the UK law which aims at managing the workplace so that health risks can be minimised, and also the risk of hazardous substances can be reduced (Stiles, Golightly and Ryan, 2021). According to COSHH, it is the duty of the people who first assess the potential risk and then try to prevent it. In case it is not prevented, then it is the responsibility of the HSE they try to control the exposure to the risk.
All the compliance with these legislations and the regulations creates a positive impact on the working of the construction project. When the Leeds redevelopment project effectively complies with the relevant laws and regulations, it improves the working capability of the project. The compliance with the different types of legislation assists the construction manager in effectively managing the project, and as a result of this, the overall capability is improved well. This makes the project successful and the working is enhanced during the project because the plan is undertaken following all the rules and regulations.
All these laws are implemented by the Health and Safety Executive (HSE) as they have the proper knowledge relating to the laws and their applicability. In case any of the laws need to be implemented, then the HSE ensures that for the successful working of the project, the things are effectively implemented and as a result, the objectives are attained well (Ogunnusi et al, 2021). Moreover, before applying the law, proper training is provided by the HSE in managing the workplace better and ensuring that the overall working environment is improved.
Health and safety hazard identification and risk analysis
In context of Leeds Station Redevelopment construction project, several kinds of possible hazards are identified. Hazard identification is a process of recognizing and evaluating risk at the construction site that are likely to impact future harm (Chinedu, 2024). In reference with the Leeds Station Redevelopment construction process one of the main risk is concern with working at height as it includes hazard of falling and serious injuries to worker. In addition, the construction project also includes hazards associated with electrical work as in work of wiring, attaching cable routes, providing electricity connections includes risk of electric shocks that is dangerous for worker health as it is highly dangerous includes risk of worker`s death. In addition, the construction project also includes risk of emission of hazardous gases such as oxygen, carbon monoxide as well as hydrogen sulphide. This leads to increase risk for the workers as it results in increasing respiratory problems, skin diseases and so more.
In addition, fire is another hazard that is associated within the construction project of Leeds Station Redevelopment. The construction site includes use of flammable materials as a result during the activities of cutting as well as wielding the risk of fire catch increases, it may result in creating negative impact on the workers safety while delaying the completion of the project. Moreover, risk assessment refers to a process of recognizing potential hazards and risk at the construction project with an aim of taking timely and rapid actions. Risk assessment allows in minimizing hazards at the construction site as it focus on taking prior actions (Kamari and Ham, 2022). The risk matrix for risk assessment of Leeds Station Redevelopment is as under:
|

Control mechanism
The control mechanism refers to process of mitigating the risk at the construction site. In context of Leeds Station Redevelopment, hierarchy of controls is used to mitigate the identified risk in effective and efficient manner. It is as under:
- Elimination: The control measure is concern with removing the activities in construction process that includes high risk such as working from height by using automated machines or effectively using safety tools. It helps in overcome the risk and for this measure health and safety manager is accountable (Darinskaya et al, 2022). It elimination control measure implement by the health & safety manager.
- Substitution: The control measure includes modifying materials and process with safer alternatives to decline the hazards. For instance, in Leeds Station Redevelopment project to minimize the risk of electrical shocks the contractor is responsible for switching to the safer process that optimize less force, temperature, speed of electronic current.
- Engineering control: The safety manager is liable to implement engineering controls, it includes declining exposure by restricting hazards from coming contact with construction workers. To protect risk from hazardous gas to the construction workers measures of proper ventilation, automated process as well as guards and shields provided. This safety norms protects the labours from the dangerous gases.
- Administration control: The control is concern with making modification in the way work is done or offering workers with more information by providing training or equipped them with the required information or warning. Referring to the fire, electric shock, hazardous gases and working at height the workers provide with training of safe work procedures, quick response during fire as well as aware about the warnings such as backup alarms, smoke detectors, horns and so more (Chernyshev et al, 2022). The control measures implement by the suite manager of Leeds Station Redevelopment.
- Personal Protection Equipment: The control measure includes offering and use of safety gears, fire resistant clothes, helmet, gloves, safety glasses, personal fall protection system and so more to decline the risk of fire, electrical shocks and risk of working on the height. For instance, while working on the height at Leeds Station Redevelopment construction project, the use of fall protection system provide safety to workers from falling from height, leads to ensure employee`s safety and welfare. The contractors as well as supervisors are responsible for providing PPE and implementing measures at construction site.
Site safety plan
For the successful completion of the project of Leeds Station Redevelopment (Leeds) the effective compliance with the site safety plan is needed as it assists in ensuring the safety of the workers. It includes the following decisions that need to be taken-
- Worker training and communication- To ensure site safety, effective training needs to be followed, and in case a good training mechanism is followed, then the overall safety will be ensured (Khalid, Sagoo and Benachir, 2021). Moreover, a clear communication channel needs to be followed so that in case of any emergency, the work will not be delayed and ultimately, the safety and working conditions will be managed well.
- Monitoring and inspection- for monitoring, compliance with the benchmarking will be ensured, so that better monitoring can be made. While doing the project, the inspection needs to be done well (Chen et al, 2022). In the case of the Leeds redevelopment project, the monthly inspection will be done so that overall monitoring can be made well. It is highly needed because timely inspection is done, the actual performance can be compared with the benchmark, and this improves the work.
- Emergency response procedure- for this, the proper maps of the evacuation routes are pasted at every exit so that in case of any emergency, the people can see and act accordingly (Balasubramanian et al, 2021). Moreover, for managing fire, the fire extinguishers are placed correctly, and as a result, the potential risk will be mitigated.
Reflection and recommendation
While working on the current project of Leeds station redevelopment, I assessed that the major challenges faced while implementing the health and safety are the lack of resources. The resources available are very scarce, and in case it will not use optimally, then the health and safety will not be managed well. Another challenge might include a lack of coordination and communication among the employees (Navaratnam et al, 2022). Many times, the employees are not able to manage their work. This lack of communication and coordination can also lead to issues in the management of the services. However, another challenge while promoting health and safety in the construction site is that non-compliance with the legislation can create an impact on the work of the construction project.
Lastly, by assessing the challenges relating to health and safety, there are certain types of recommendations as well, which will be helpful to Leeds redevelopment station as follows-
- It is highly recommended that Leeds station redevelopment must effectively provide a good and supportive culture so that health and safety can be managed (Adaku, Ankrah and Ndekugri, 2021). When the leader will be improving the work better then it will create a better environment for the maintenance of good health and safety.
- Another recommendation is that the project must have a sound research and development department, which will continuously monitor the project (Omrany et al, 2023). This will help them in managing the work well and try to implement the new measures of maintaining good health and services.
Conclusion
Lastly, it is concluded that for the effective completion of the construction project, it is necessary that good health and safety are promoted. In case the better services are not managed and maintained, then it will affect the working efficiency of the employees. The study highlighted that various legislations like the Health and Safety at Work Act, COSHH and many others are applied for managing the project successfully. Also, it was assessed that some of the hazards can be faced, such as fire, hazardous gases, and others cannot be faced. All these can be mitigated with actions like elimination, substitution and many others. Further, it was assessed that for managing the site safety plan, the proper communication protocol was made and also the emergency response procedure was decided. Lastly, recommendations like a good research and development department must be present, along with an emphasis on developing a good culture.
